Global Size Changes To Stills

Is there a way to lay a global size change to a lonnnnng chain of stills? A local D.A. brought in a surveilance video that was recorded poorly -- we could only salvage every 4th frame. We grabbed stills of those frames, and discovered that important things happened in the overscan area. I had planed to render the project to a clip and size itdown that way, but now I'm pressed for drive space. I thought I could do it in toolshed inside a sub-project, but was wrong.
There's over a thousand stills here.....
